Joe Pool Lake is the end result of more than 25 years of planning and over a decade of construction. The U.S. Army Corps of Engineers, the Trinity River Authority, the Texas Parks and Wildlife Department, and the Joe Pool Lake Planning Council all collaborated to plan and construct the Reservoir.

Joe Pool Lake is a multi-purpose reservoir constructed and managed for flood risk management, water supply, fish and wildlife, and recreation. The current Master Plan for Joe Pool Lake, dated February 1981, was the original Master Plan for the lake and has never been revised.
